The Ministry of Capacity Building invites sealed bid from an experienced and eligible local consulting firms who can perform “Ethiopian Federal Police Commission Organizational Structure Study” under justice system reform program.

1. A complete set of bid document in English may be obtained upon payment in cash a non-refundable fee of Birr 30 (Thirty Birr) from the programs finance team Office Room No. 301 of the Ministry During working days and hours.

2. Bidders shall furnish as part of it bid, a bid security (Bid Bond) in the sum of Birr 3,000 (Three Thousand Birr) in the form of cash or CPO issued by a recognized Commercial Bank established in Ethiopia.

3. Eligible bidders are required to submit renewed legal license for the current year, recommendation from Inland Revenue Authority or any other Authorized Bureau and VAT registration certificate as appropriate.

4. The bidders shall prepare the Technical and financial proposals separately, duly marked the envelopes as “original” and copy. In the event of any discrepancies between the original and copy of the proposal, the original governs.

Terms of Reference

2. Assess and compile the Ecological and Hydrological information.

3. Carry out socio-economic assessment, identify the stakeholders involved directly or indirectly in the management of the wetland resources and design benefit sharing mechanism.

4. Identify the training needs for local communities and wetland managers.

5. Prepare participatory conservation and sustainable management and utilization plan for the wetlands.

6. Submit the draft management plan, incorporate comments and produce final draft MP.

7. Present the draft final management plan of the wetland on the consultative workshop, incorporate comments and produce the final management plan.

The Livestock Development Master plan Study

INVITATION FOR PRE-QUALIFICATION

The request for expression of interest follows the general procurement notice for this project that appeared in Development Business bulletin No. 635 of 31 July 2004.

The Government of the Federal Democratic Republic of Ethiopia, Ministry of Agriculture and Rural Development has received a grant from the African Development Fund and intends to apply part of the proceeds of this grant to eligible payments under the contract for The Livestock Development Master plan Study

The services include the review and analysis of existing literature, planning of field surveys and technical investigations, including the design of questionnaires and sampling techniques, including extensive consultations with stakeholders and relevant institutions, preparation of the masterplan which will involve: I) primary data collection on the field and field investigations; ii) the analysis of collected data; iii) the review and update of main phase I report; iv) preparation of attribute maps; v) refining of indicative 20-year demand and supply projection from phase I; vi) development of prediction and planning models; and vii) preparation of a comprehensive and integrated masterplan and sub-masterplans for dairy, meat, draught power and apiculture, and preparation of sector-wide programme embracing the priority areas from each of the sub-masterplans.

The Ministry of Agriculture & Rural Development now invites consulting firms to indicate their interest in providing the services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, list of key staff and their qualifications, etc?). This advertisement is open to consultants from eligible source countries.  Interested firms should contact the borrower for any additional information on the study.

Interested eligible consulting firms may purchase a complete set of the pre-qualification documents, in English, upon written application to the address below and on payment of a non-refundable fee of $ US 50.  The documents may either be collected from the address below or they may be sent by registered airmail, but the Employer will not be held responsible for the late delivery or loss of the documents so mailed.

Submission of application for pre-qualification shall be in sealed envelopes, delivered either by hand or registered mail, by 15:00 H Ethiopian time on 30th November 2004, at the address below, and shall be clearly marked Application for pre-qualification for Livestock Development Msterplan Study.

A short list of five to seven firms will be compiled in accordance with the procedure set out in the African Development Bank?s Rules of procedure of the Use of Consultants and the Pre-qualification documents.

11. Within 15 days after the award of the contract bidders shall furnish 10% of the bid price as performance security from bank either in a form of letter of credit, certified cheque or bank guarantee.

12. If the successful bidder fails to furnish 10% of the bid price as performance bond from bank either in a form of bank guarantee, certified cheque or letter of credit, within 15 days of the receipt of notification of award from the purchaser the bid security will be forfeited.
