1. Ethiopian Electric Power Corporation (EEPCo) hereby invites registered contractors of category GC and BC class 1, whose licenses and registrations are valid for 1997 EC to submit, wax-sealed bids from the construction of regional office building at Awassa. The bid documents are to be submitted to the head office of Ethiopian Electric Power Corporation, Purchase Division, Room No. 212, at Degaulle Square, Addis Ababa, Ethiopia on or before 12:00 noon on 03 February 2005. The bids shall be opened and read on the same date 14:00 hours at the conference hall of EEPCo, Electric Club, Mexico Square, Addis Ababa in the presence of bidders or their authorized representatives who wish to attend.
2. The works under this contract comprises the construction of regional office building, landscape gardening, fence work, along with provision of sewerage and electrical systems and site works, including main gate, access roads and parking area. The project shall be completed within 730 calendar days.

5. The bid for civil works construction shall be based on the bid documents consisting of section 1: Invitation to bid, section 2: Bidding Data, section 3: Particulars of the project, section 4: Instructions to bidders, section 5: Standard Conditions of contract part one, conditions of particular application , part two, section 6: Technical Specifications, section 7: Standard methods of measurement, section 8: Preamble to bill of quantities, section 9: Bid proposal section 10: The letter of acceptance, section 11: Form of Agreement, section 12: Form of performance bond, section 13: Form of bank guarantee, section 14:Form of bid security, section 15: Declaration of site visit, section 16: Appendix to construction agreement, section 17: List of Drawings, section 18: Bill of quantities.
6. Bidders shall be required to submit with their bids a bid guarantee in the form of a bank guarantee or a bank-certified check or cashier’s check in the amount of one percent (1%) of the bid amount up to a maximum of Birr 100,000.
7. Within 30 days of receipt of letter of acceptance of bid, and before commencement of the works, the successful bidder shall be required to furnish a performance bond of ten percent (10%) of contract sum excluding VAT for the faithful performance of the works from financial institutions, which are registered by the National Bank of Ethiopia
8. Authorization for the bidders to visit and investigate the site of the works shall be obtained from the employer on receipt of advance request from the bidders.
9. Ethiopian Electric Power Corporation reserves the right to reject any or all bids, to waives informalities, to advertise for new bids or to proceed and do the work otherwise as may be deemed to be for its best interest.
10. Those Contractors who would require advance payment should submit the disbursement with their bid as per the regulation of Ministry of Works and Urban Development issued on ?Ide 3? 1991 E.C. The form for providing detail of advance payment disbursement is provided in section 13 of the document.
11. The owner will conduct a pre-bid meeting on 18, January 2005 at 14:00 P.M. at the conference hall of EEPCo Electric Club, Mexico Square, Addis Ababa. Bidders are advised to make their queries in writing to EEPCo, Civil Work Projects Administration Department, one week before the indicated meeting date. The Department would give relevant answers for the queries in writing, 5 days before the due date for submission of bids, to all contractors who purchased the bid document.
