This request for expressions of interest follows the General Procurement Notice (GPN) for the program that appeared in Development Business, issued no. 3405769 of 24 December 2008. The Federal Democratic Republic of Ethiopia has received a credit/financing from the International Development Associations (IDA), the Fast Track Initiative Catalytic Fund (FTI CF) and other development partners -the Netherlands, UK Department for International Development (DFID), Italian Development Cooperation and Finland-through a Multi-Donor Trust Fund toward the cost of the GEQIP Project and it intends to apply part of this proceeds to payments under the Contract to undertake Technical Assistance for development of 50 Modules for teacher-and educational leader.


The overall objective of the consultancy is to support the development of 50 modules for teacher and educational leader while building the capacity of Ethiopian module writers.


The purpose of the TA is to assist the Ministry of Education in the development of fifty high quality self- instructional modules for teacher and educational leader in Ethiopia. Ethiopian firms including school experienced university professors, CTE Instructors and practicing teachers will make up the teams for actual module writing.

Under this assignment, the national firm working with international advisor will undertake the following specific activities() i) review of already developed module development quality standard (0) training of module developers through workshops and support visits; (iii) quality control of modules; (iv) quality control translation of diploma modules.


Deliver 50 modules which have been internally and externally reviewed for quality approved and accepted by the Ministry of Education.


The consultancy service assignment will be for four months beginning December 2012.

The Ministry of Education (MoE) now invites eligible, national firms, to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments. experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance wan me procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised January 2011).
