1. The Federal Democratic Republic of Ethiopia has received Credit and Grant from IFAD towards the cost of Rural Financial Inter-mediation Programme Two (RUFIP-II) and intends to apply part of the proceeds of this fund for the procurement of the expert services for the development of Terms of Reference (TOR) to undertake the Result and Impact Management (RIMS) Bench mark survey for both Micro finance (MF) and Cooperative sectors and monitoring and evaluation system design of the program. The main objective of the survey result (studies) is to set up the reference point, standards (baseline) against which performance or achievements can be compared and evaluated for both the MF sectors and Rural saving and credit cooperatives and their unions and to develop and implement appropriate MIs and Result based M & E system for the rural financial inter mediation program.

2. The consultancy services include:

- To develop Terms of Reference (TOR) for Result and Impact Management (RIMs) bench mark survey for Micro finance and Cooperative sectors in order to undertake studies for both the sectors and TOR for designing of Monitoring and Evaluation system of the program.

3. To estimate the duration of the expertee services required for RIMS Bench mark survey studies.

4. The Development Bank of Ethiopia (DBE), Programme Coordination and Management Unit (PCMU) now invites qualified and experienced individual experts to indicate their expression of interest in providing the services together with their curriculum vitae and references.

5. Interested individuals must provide a statement of capability and experience indicating that they are qualified to perform the services, experience in similar assignments, availability of appropriate skills and detailed CVs narrating the qualifications, experiences, pertinent testimonials for previous professional service, etc.
