4.      One Original and three photocopies of Technical Proposal and Financial Proposal shall be produced in different wax-sealed envelopes, and each proposal will be sealed in such a way that one original and two photocopies to be sealed in one envelope while the third copy will be sealed in another envelope separately and labeled as ?ORIGINAL AND TWO PHOTOCOPIES ? and ? ONE PHOTOCOPY? as appropriate and must be placed in the bid box along with a bid box along with a bid security in an acceptable form from bank amounting 1% of bid offer on or before December 07, 2006 at 3:00 P.M. at the same address shown below.

5.      Bidders must meet the minimum qualification criteria for their Financial Proposal to be opened. Unqualified Bidders Financial Proposal will be returned unopened to the Bidder.

1.      The Ministry of Health of the Federal Democratic Republic of Ethiopia has been receiving fund from various donors to augment public health services in the country. Currently, major donations come from the Global Fund (to fight against the three main killing diseases viz. AIDS, Tuberculosis and Malaria), SIDA, UNICEF, USAID, WHO, UNFPA, GAVI, GSK, CDC, Italian Government, Netherlands Government and Ireland Government. Parts of the funds to be used within the context of the donations.
