1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in Development Business, issued on 27 July 2006.
2. The Government of the Federal Democratic Republic of Ethiopia (FDRE) has received from Multi-Donors towards the cost of Productive Safety Net Programme (PSNP), Capacity Building for Tigray, Amhara, Oromia and SNNP Regions.
3. Food Security Coordination Bureau-Ministry of Agricultural and Rural Development now invites sealed bids from eligible and qualified bidders for the Procurement of the following Goods.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank?s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 A.M. to 5:30 P.M. of official working days.
6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 100 or USD 11. The method of payment will be in cash or CPO. The bidding documents will be sent by courier services for overseas bidders if it is accompanied with prepared bill for the service.
7. Bids must be delivered to the address below at or before September 21, 2006 at 10:00 A.M. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at the address below September 21, 2006 at 10:30 A.M. All bids must be accompanied by a bid security.
