SNNPRS Irrigation Development & Schemes Administration Agency

National Competitive Bid (NCB) Tender Identification SNNPRS-IDSAA/GOV-NO -02/2005 E.C

1. The SNNP Regional State in Agriculture Bureau, Irrigation Development and Scheme Administration Agency has now invited wax sealed bid from all eligible bidders for the Transportation, Installation, Testing and Commissioning of Electro Mechanical Equipment (Surface Pumps & Standby Generators with all accessories), which will be supplied from the Irrigation Development & Schemes Administration & it is located in RATE town South Omo Zone (Dasench Woreda).

2. The bidding is open to all bidders who have eligible documents, such as VAT, TIN No. trade registration, Professional certificates, renewed trade license for the current year 2005 E.C and experience on Supply and Installation works of electro mechanical equipment.

3. Qualification requirements include (i) ownership (or existing lease) of a suitable trucks & crane, (ii) Specific Experience in installation, and (iii) an experienced and full electro mechanical crew (vi) Additional details are provided in the Bidding Document

4. Bidders should present their license and eligibility documents with their offer. All documents including the bid bond shall state the bidder/s name.

5. Interested eligible bidders could purchase the bidding documents during office hours up on payment of non-refundable fee of Birr 200 (birr two hundred) from Irrigation Development and Scheme Administration Agency Room No. 3.

6. Bidders shall be in fixed price, no price adjustment is allowed. The price shall be quoted in local currency, Birr.

7. Bids shall be valid for a period of 120 calendar days after bid opening date and must be accompanied by bid security of the amount 40,000 Birr (forty thousand birr) in the form of Cash Payment Order, (CPO) or Bank Guaranty only during submission of the bid.

8. Bids shall be sealed and delivered to Irrigation Development and scheme administration Agency Procurement, Finance & Property Administration S/Process at Hawassa before or on 2:00 P.M on the 21st calendar days counting from the date of the request made. If the 21st calendar day is not working day the next working day will be the opening day. The bid document of technical and financial will be submitted separately and the technical document will be evaluated first and then the financial. The technical document should submitted with three copies each sealed separately and one sealed original and then a total of four document sealed in one sealed envelope and the Financial with three copies each sealed separately, one sealed original & Cash Payment Order, (CPO) or Bank Guaranty a total of five documents in one sealed envelope.

9. Bids will be opened at 3:00 P.M on the above-mentioned date and address in the presence of bidders/representative who choose to attend.

10. The SNNPRS Government Irrigation Development & Schemes Administration Agency reserves the right to accept or reject all or parts of the bid and to cancel the bidding process.

11. Finally we want to inform you that before the bid opening you have to assign appropriate person to inspect the goods to give comments for the design of installation before 10 days of the bid opening date.
