To: All Contractors of category WC/GC class 6 & above who can submit ownership certificate for Drilling Machines or Drilling Contractors with renewed license valid & VAT registered for the year under bid.

1.      On behalf of the Beneficiary Comminutes of Mekelle Town, Water  Resources Development Commission of the Tigray National Regional State has allocated budget for:

Lot -1 Drilling, Construction & Completion of four deep wells and group pumping test at 6 wells around Mekelle area.

2.      A complete set of bidding documents may be purchased ay any interested eligible bidder on the submission of a written application to Tigray Region Water Resources Development Commission, Tel. 40 66 70 Ext. 213, Mekelle and upon payment of non-refundable fee of Birr 300 for the bid document. Additional set of documents may be purchased at the same price.

3.      Bidder may obtain further information from, and inspect the bidding documents, at the afore-mentioned office.

4.      The bid must be accompanied by a bid security, in the form of CPO, or bank guarantee of the Birr 36,000 (Thirty Six Thousands) and must be delivered to Tigray Region Water Resources Development Commission, office number 5 on or before 2:30 P.M. local time, on September 5^th, 2005.

5.      Bids will be opened in the presence of bidders or their representatives who choose to attend on the same date and place at 3:00 P.M. at Tigray Region Water Resources Development Commission, Mekelle.

6.      The Construction of works shall be completed within a maximum of 80 calendar days from the commencement of the work.

7.      Bidders are requested to fill all the necessary details in the schedules.

8.      The bid evaluation and contract award will be on the basis of Financial & Technical proposal. The points allocated for financial and technical evaluation are 40 & 60% respectively.

9.      The invitation to bid is open to all bidders regularly registered with the Ministry of Infrastructure, Construction Works Sector and with renewed license for the year under bid.

10.  The Commission reserves the right to reject any or all bid.

11.  The employer will respond in writing or by cable to any request for clarification, which is receives earlier than 5 (Five) days prior to the deadline for the submission of bids.
